When my Uncle went missing, other than being worried and cannot sleep, we cried and we even had nightmares when we could sleep. We Prayed a lot for his safety and well-being.
I looked on the internet for information about what to do but found little resources and help. I will share what I have done here and hope it helps you.
1:
Go to the nearest Police Post and make a Missing Person's Report. http://www.spf.gov.sg
Keep the document, you'll need it to get help from some organizations later. The Police will check with all Police stations, hospitals etc... to see if your missing loved one is detained or hospitalized.
2:
Set up a blog with the missing person's photo/photos and information.
I recommend http://www.blogger.com as it's very easy to use.
If you want a better website, you can get a wordpress FREE hosting and FREE domain website from CROSSRO@DS Internet Marketing at a special rate of $300 (UP: at least $888).
You can use a blog to update everyone easily from this site....before I did this, I was very busy replying and updating everyone manually by handphone which is very time and cost ineffective.
3:
Use Social Media (Facebook, Twitter etc...) and What's app, SMS to blast out your blog infor to reach many people quickly and give them access to photo and information.
This also enables your family and friends to forward the information instantly to their family and friends. It's a very powerful tool.
4.
Choose a recent photo that is clear and use it to design a Missing Person's poster.
I put the basic missing person's information from the police report and also the Police Officer-in-charge's Name and Hotline to call. I don't recommend you put your contact as you may get crank calls and may have to deal with people trying to cheat you of money for information.
*We printed 600 A4 posters to be pasted around the estate my Uncle lives in and around where he was last seen. We put them at the lift and at the letter boxes area.
*We printed 3,000 flyers to give out to shops and shoppers around the same above mentioned area.
*Friends and relatives who offered to help put up posters and gave out flyers around their home and work area. A friend even put up posters and gave out flyers at the Singapore-Malaysia customs for us as we suspected the stranger was taking my Uncle overseas to beg.
**Tip for preparing posters-use a pen knife to slice through the double sided tape like this " | | | | | | "and it'll be easy to peel and stick behind the posters and easier to put up.

You should contact these two kind organizations that offered help when I emailed them:

They didn't inform me that they were helping, they just went ahead to print and put out flyers for us. We thank their volunteers for helping and we really appreciate that so many strangers care enough to help us. God Bless You!

They asked for more information, the Police report etc... and my particulars. They were willing to help us. Thank you! You are a top MASS MEDIA resource.
I also emailed these other organizations but received no replies : Police-CID, People's Association-all the CDCs, NYC, Outward Bound, NACLI, SPH's various emails, sg forum etc... and
Transit Link (by the way, they no longer allow people to put up missing persons information, they are reviewing this community service. It was a great, practical and useful community service, I hope they will allow this again-it makes a BIG difference to be able to quickly send out information to all MRTs and Bus Interchange as they are all over Singapore. Both staff and public can quickly be alerted and this can save lives if children are taken away.

Found My Uncle
Dear Friends and those who have been kind to offer help,
We found my Uncle. He was detained at Angsana Home. No paper work was done and his personal belongings were taken away from him and he was locked up.
He beg a kind staff to help him call my Dad, he told him he had family, he is not a destitute person. Eventually the staff believed him and help him to call. My Dad has since got them to do the paper work to release him and we have told them what they did is wrong. My Uncle's I/C was with him, he has a address and home. They should have gone to his home to verify and inform us. He was clean and not unkept like a destitute. He had a handphone with a valid sim card, he had money on him. When they talk to him, they would know his has a child's IQ and should have made more effort to contact his family as we were so worried for his safety.
Luckily he was treated well there, so we are not pressing any charges against them.
Recently, I friend who used to work with me as a Social Worker shared with me that she had worked on this Destitute persons project before. There is a law where they can detain a person now if they suspect he is a destitute or beggar. Apparently since 2 years ago this project has not been well managed and the liaising between the police and them is obviously still very lacking (as can be seen in my Uncle's case).
So if you are looking for a missing person, do check out this place which the police don't have good information about...I hope you will find your loved one.
